Venezuela: Venezuela limits foreign exchange for study abroad

A new law announced by the Venezuelan Ministry of Higher Education last month will restrict the ability of students wanting to study undergraduate and graduate degrees abroad to apply for foreign currency. Parents of Slain Chinese Students Sue Southern Cal May 18, 2012 - 4:17am The parents of two Chinese students at the University of Southern California who were shot and killed while in a parked car near the campus have sued the university, charging it misled them about safety issues, The Los Angeles Times reported. The suit says that the university incorrectly claims on its website that it is "ranked among the safest of U.S. universities and colleges, with one of the most comprehensive, proactive campus and community safety programs in the nation." After the two were murdered last month, the university continued to provide "clearly misleading" information on safety, the suit says. A lawyer for the university said that the institution is "deeply saddened by this tragic event, which was a random violent act not representative of the safety of USC or the neighborhoods around campus. While we have deep sympathy for the victims' families, this lawsuit is baseless and we will move to have it dismissed." Universities and colleges are spending millions of pounds to navigate the government's "Kafkaesque" new student visa rules, a committee of MPs has been told. An institution such as the London School of Economics spends £250,000 a year trying to understand regulations governing the entry of non-European Union students, the public accounts committee heard. Medium-sized colleges have had to recruit more than a dozen members of staff each to ensure they are correctly complying with the rules, which were introduced in 2009 and significantly changed by the coalition last year in an effort to crack down on bogus colleges.

Last year, David Whittaker used half his life savings – about £5,000 – to move from his native South Africa to study in Britain. The 31-year-old had been told by teachers, friends and family that a business degree from a UK college could be the springboard for him to run a successful company back home one day. Whittaker, who had worked in IT since leaving school, chose a college approved and listed by the UK Border Agency (UKBA): Fulham & Chelsea College (FCC). He duly paid his first year's tuition fees in advance – £3,600, plus £300 for his visa – and booked his flight. All went well until 29 July last year, seven months into his course, when an email landed in Whittaker's inbox at 5.30pm and a notice was plastered on the college's front door.

The Consulate General of Canada in Ho Chi Minh City (HCMC) and the Embassy of Canada in Hanoi will hold the 4TH ANNUAL CANADA EDUCATION WEEK in Vietnam, from October 7 to 13, 2012. The week-long program will include a series of activities, including student recruitment fairs, information seminars, agent workshops, market and visa briefing, and networking receptions hosted by the Ambassador and Consul General in Ho Chi Minh City, Danang, and Hanoi. Highlights of the events are the three education fairs taking place in Ho Chi Minh City (October 7), Danang (October 10), and Hanoi (October 13).

At CEW III, Canadian institutions had direct access to 4,900 students, parents, and counsellors at three education fairs in three cities, participated in one-on-one meetings with 90 qualified agents at the two agent workshops, and networked with education contacts at prominent Vietnamese institutions. Ho Chi Minh City set a record with 3,468 visitors (an almost 3 fold increase over the previous year). The Hanoi fair attracted 852 visitors (an 11% increase). Although the first time the Consulate had organized a fair in Danang, it attracted an encouraging 586 visitors, and gave Canada considerable profile with the local community.

Canada Education Week is proving to be an important tool in branding Canada as the destination of choice for Vietnamese students looking to study abroad. It has also become one of the largest education fairs organized by the Government of Canada.

Masterbeurs (‘Master Fair’) is the largest (and only) national educational two-day event in Utrecht in the Netherlands. Fair organizer Nobiles Media has over 20 years’ experience in multimedia publishing, particularly in the area of study and career guidance for graduate and post-graduate students. ‘Masterbeurs’ allows graduate students to make direct contact with (foreign) recruiters and admission officers of graduate studies (Master's and PhD.). The admission to the fair is free upon registration. In February 2012, the fair attracted some 3,000 visitors over a two-day period, a decrease from the previous year due to the sudden bad weather which prevented visitors from attending the exhibition. In comparison, 2011 attracted 6,300 visitors.

Thousands of postgraduate Dutch students visit this fair to meet representatives from international universities. Previously held in January, Masterbeurs has been moved to October.
Some weeks prior to Masterbeurs, a large nationwide multimedia campaign is carried out by fair organizers, ensuring exceptional media coverage and publicity for the event.

The ICEF Berlin Workshop is the most important annual event for education travel and student recruitment professionals worldwide. It is recognised as the best and most comprehensive forum for international educators, premium agents and leading industry service providers.

In October 2003, the Government of Manitoba entered into agreements with the city-state of Hamburg and the state of Lower Saxony. These agreements formalized exchanges between Manitoba and Germany that have been active for the last three decades.

Manitoba has high school exchange programs with Hamburg and Lower Saxony in Germany which provide numerous advantages for these students.

The agreement also allows post-secondary students and recent graduates to apply for positions as English language assistants (to teachers in Germany).

Assistants have the opportunity to improve their German by living and working in Germany and also acquire some teaching skills.

The Off-Campus Work Permit Program allows international post-secondary students the opportunity to seek employment off campus while studying in Manitoba and gaining valuable work experience.

The Post Grad Work Permit allows international student graduates from eligible Manitoba post secondary institutions to work for up to 3 years in Canada. This also streamlines the process to permanent resident status should they decide to make Manitoba home through the Provincial Nominee Program for International Students.

A 1989 agreement between Manitoba and Minnesota has allowed students of each jurisdiction to enroll in public post secondary institutions and pay the same tuition rate as local students.

Manitoba institutions that participate in the agreement include: University of Manitoba, University of Winnipeg, Brandon University, Red River Community College, Assiniboine Community College, and College universitaire de Saint-Boniface.
