In October 2003, the Government of Manitoba entered into agreements with the city-state of Hamburg and the state of Lower Saxony. These agreements formalized exchanges between Manitoba and Germany that have been active for the last three decades. The agreements were renewed in 2010 for another 5 years.

Manitoba has high school exchange programs with Hamburg and Lower Saxony in Germany which provide numerous advantages for these students.

The agreement also allows post-secondary students and recent graduates to apply for positions as English language assistants (to teachers in Germany).

Assistants have the opportunity to improve their German by living and working in Germany and also acquire some teaching skills.
